Apply In-Person:
- To apply for getting Petroleum Wholesale License in person, the applicant has to visit the Department of Mineral Resources and Energy.
- The address and contact details of the regional offices of the Petroleum Licensing Department can be found in the following document: Link
- Visit the office of the Petroleum Licensing Department and obtain an Application for wholesale licence, DMRE 38 from the relevant department. Or click here to download: Link
- Make sure that you have all the documents listed in the “Required documents” section of this page, when you visit the office.
- Complete the form as required with relevant details under respective sections. After completing the application form, attach the required documents with the completed form.
- Then, proceed to submit it to the relevant authority at the office in person for further processes. Make the necessary payment as directed.
- You can also send the application form with the required documents to the Postal address of the relevant Department of Energy regional office.
- After submission, the completed form and corresponding documents will be put into further verification and validation processes.
- Once all the processes got completed, the authorities will perform necessary actions for the license issuance process.

EligibilityEdit
- Any person, who wants to sell petroleum products to consumers for end use, can apply.
- The person applying can be either a South African citizen or a non-citizen.
- A corporate entity or a trust is also eligible to obtain a Petroleum Wholesale License.
FeesEdit
It costs R1000.
ValidityEdit
The licence is valid for as long as your business operates.

- Before proceeding to complete the application form, go through the Petroleum Products Act 120 of 1977 once, which is in the following link: Link
- After submission, the Department will send you a letter stipulating that you must publish a notice of application in four newspapers.
- You must provide proof of the publication of the notice of application to the Department.
- Once you have a licence, you must submit information on your business annually using the Wholesale licence annual information (Submission form), DMRE 30.
