Procedure

Apply Online

1. To Obtain a Private Investigation Agency (PIA) License, the applicant has to make the application in GoBusiness licensing portal link
2. Enter a search “Private Investigation Agency Licence” then click on "Add to selection"> click on "Review and Apply" and then click the "Proceed" button.
3. The applicant has to login with their Singpass Id number and password

   Note: If you do not have an account you can register by clicking on register now, read the information marked 1 and 2 and agree to the terms and condition and click on register now, no the next page entry your personal information and submit. You will be issued with you Sing Pass ID number and password.

4. The applicant has to necessary information and submit the required document that are mentioned in “Required Documents” section of this page.
5. After submitting the documents review the application and click submit.
6. The applicant needs to pay a non- refundable fee of $400 via credit or debit card.
7. After the successful submission the authority send out a letter or email reply to the applicant within 5 working days of receipt of the application.
8. After successful submission the applicant is required to attend an interview with the Licensing Officer.
9. The Singapore Police Force licensing department will post out the hardcopy licences within 4 – 6 weeks.

Required Documents

• A copy of Applicant's NRIC
• Copy of Accounting and Corporate Regulatory Authority (ACRA)
• Company letter (e.g. Certificate of Service indicating past postings or course certificates like Home Team Basic Investigation Course)
• Valid Private Investigator's licence of you and your partner(s) or Director(s)
• Certificate on WSQ module ‘Perform Investigation Activities in Compliance with Legal Requirements (PI)’
• Certificate of 3 GCE 'O" level passes, ITE NTC 2 or its equivalent.
• Agency possess start-up capital of at least $50,000
• Proposed agency name does not infringe copyright or trademark of other entities and products

Note:
The company letter must shows the following:

• Minimum 3 years' experience in relevant investigation work. For ex-law enforcement officers, a minimum 2 years' experience is sufficient; and
• Minimum 2 years' experience in management position e.g. holding a supervisory job

Eligibility

• Have at least 2 Directors/partners
• All directors/partners must be Singapore Citizens or Permanent Residents of Singapore and
• All the directors/partners must fulfil the following:
  • Fit and proper person.
  • Possess a valid Private Investigator’s licence
  • Unless exempted by the Licensing Officer, be certified competent in the WSQ module of "Perform Investigation Activities in Compliance with Legal Requirements (PI)”.
  • Possess a minimum of 3 years of experience in investigation-related work (for non-law enforcement officers) or a minimum of 2 years of experience in investigation work (for ex-law enforcement officers)
  • Possess a minimum of 2 years of experience in a management position e.g. holding a supervisory post

Fees

• A Non- refundable fee of $400 should be paid.

Validity

• The validity of license for two years.

Processing Time

• Processing time is about 4 to 6 weeks from the receipt of the application and the necessary supporting documents. Any incomplete or incorrect submission will be rejected.

Need for the Document

• Companies are required to have a Private Investigation Agency (PIA) Licence if they are providing private investigation services and taking on assignments as defined in Section 5 of the Private Security Industry Act Cap 250A. Only Companies with Private Investigation Agency (PIA) licence can accept assignments from clients.
