Procedure

Online Appointment:

1. The applicant has to make an appointment before vising the office using the following link
2. The applicant has to enter the following details to make an appointment:

3. After entering all the above-mentioned details, the applicant will receive an appointment schedule via email.
4. On the appointed date the applicant has to visit the office.

Apply In-Person:

1. To Obtain a Permit or License to Construct, Expand, Rehabilitate and Modify (PCERM) for Downstream Natural Gas Facilities, the applicant has to approach the Philippines Department of Energy nearby offices link
2. An application form will be provided to the applicant by the concerned officer.
3. The applicant has to fill in all the necessary details in the application form.
4. Make sure that the applicant has attached all the necessary documents that are mentioned in the “Required Documents” section of this page.
5. The applicant has to attach the photocopies of the required documents along with the application form while submitting.
6. Submit all the documents with the completed form to the concerned officer.
7. The applicant has to pay the prescribed fee as requested by the authority.
8. After receiving the application, the concerned authority will check the submitted application and document set. If all are in place, the application will be accepted.
9. All applications are processed within a reasonable time, having regard to the particular circumstances of each application, including the completeness of information and documents submitted to the authority by the applicant.
10. The authority may seek additional information from an applicant if this is necessary to assess the application. The authority does not need to deal further with an application until the applicant has provided this additional information.
11. Once everything is accepted the Authority will provide the certificate.
12. This entire process can be completed within 15 -20 days or as per the timeline advised by the respective department authority.

Required Documents

• Filled out and notarized the application form
• Environmental Compliance Certificate (ECC) from the Department of Environment and Natural Resources (DENR)
• Endorsement and Permits from the Local Government Unit (LGU), where the facility is located.
• Certificate of Pre-Condition (CP) from the National Commission on Indigenous Peoples (NCIP), if applicable
• Land Conversion Clearance from the Department of Agriculture (DA), if applicable;
• Registration with the Department of Labor and Employment (DOLE
• Registration with the Bureau of Internal Revenue (BIR), Philippine Health Insurance Corporation (PhilHealth), HDMF-Pag-ibig, and Social Security System Corporation (SSS)
• Other permits as may be required by law or rules in order to commence construction.
• Submission of Proof of Financial Closing

NOTES:

• A foreign-registered Applicant shall submit its legal, technical and financial documents in English language and duly authenticated by its embassy which has operational coverage of the Philippines;
• The application must be both in the paper, with two (2) complete sets of legal, technical, and financial documents, and digital (USB Drive in PDF format). The recommended format is the use of Times New Roman at 12 font and in single line spacing, figures in A4 size and maps at an appropriate scale
• Original copy of the above documents shall be presented to OIMB for authentication purposes; and
• If the applicant is a representative of the corporation/company; Secretary’s Certificate (for the corporation) or notarized Authorization Letter (for the company) shall be required indicating that the applicant/person is authorized to transact with DOE on behalf of the corporation/company
