ProcedureEdit

Apply In-Person:

  1. To Obtain Health Certificate for In-Country Trans-Boundary Movement for Live Shrimps and Seaweeds for Aquaculture Purposes, the applicant has to approach the Philippines Bureau of Fisheries and Aquatic Resources nearby offices link scroll down to the bottom to find regional offices
  2. An application form will be provided to the applicant by the concerned officer.
  3. The applicant has to fill in all the necessary details in the application form. (Incomplete applications are not accepted)
  4. Make sure that the applicant has attached all the necessary documents that are mentioned in the “Required Documents” section of this page.
  5. The applicant has to attach photocopies of the required documents along with the application form while submitting it.
  6. Submit all the documents with the completed form to the concerned officer.
  7. The applicant has to pay the prescribed fee as requested by the authority.
  8. After receiving the application, the concerned authority will check the submitted application and document set. If all are in place, the application will be accepted.
  9. All applications are processed within a reasonable time, having regard to the particular circumstances of each application, including the completeness of information and documents submitted to the authority by the applicant.
  10. The authority may seek additional information from an applicant if this is necessary to assess the application. The authority does not need to deal further with an application until the applicant has provided this additional information.
  11. The Authority will conduct an inspection to examine the condition.
  12. Once everything is accepted the Authority will provide the health certificate.
  13. This entire process can be completed within 15- 30 days or as per the timeline advised by the respective department authority.

Need for the DocumentEdit

  • A Health Certificate is a document used in export transactions, issued by the governmental organizations at the countries of origin, to certify that a food shipment is fit for human consumption, and meets safety standards or other required legislation for exporting.

Condition for Issuance of Health Certificate

  • The food product sample will be drawn from one in ten consignments for testing as per the importing country’s requirement for maintaining an exporter-wise database. A health certificate will be issued only after satisfactory test reports.


Note:The exporter will bear the cost of the testing.


  • In case of rejection, violation, or complaint received against the exporter for the consignments exported from the importing country, the following three consecutive consignments will be tested in Export Inspection Council labs before issuance of the health certificate.
