Apply Online

  1. To Apply for a Special License Joint Venture (New), the applicant has to make the application online via the following link
  2. The applicant has to enter Username (e-mail address) and Password to login. If the applicant doesn’t have an account, then click “Sign up” and register an account.
  3. After login selects the type of license and start filling out the application form.
  4. The applicant has to fill in all the necessary details in the application form.
  5. Next the applicant has to attach all the necessary documents that are mentioned in the “Required Documents” section of this page.
  6. Review the application and click “Submit”
  7. Next the applicant has to pay the prescribed fee as requested.
  8. After successful payment the applicant can download the receipt as proof of payment.
  9. All applications are processed within a reasonable time, having regard to the particular circumstances of each application, including the completeness of information and documents submitted to the authority by the applicant.
  10. The authority may seek additional information from an applicant if this is necessary to assess the application. The authority does not need to deal further with an application until the applicant has provided this additional information.
  11. The applicant can check the status of the application by simply logging in.
  12. If the status shows approved the applicant can download the license online.
  13. This entire process can be completed within 15 -30 days or as per the timeline advised by the respective department authority.


Apply In-Person:

  1. To Apply for a Special License Joint Venture (New), the applicant has to approach the Construction Industry Authority of the Philippines link
  2. An application form will be provided to the applicant by the concerned officer.
  3. The applicant has to fill in all the necessary details in the application form. (Incomplete applications are not accepted)
  4. Make sure that the applicant has attached all the necessary documents that are mentioned in the “Required Documents” section of this page.
  5. The applicant has to attach the photocopies of the required documents along with the application form while submitting.
  6. Submit all the documents with the completed form to the concerned officer.
  7. The applicant has to pay the prescribed fee as requested by the authority.
  8. After receiving the application, the concerned authority will check the submitted application and document set. If all are in place, the application will be accepted.
  9. All applications are processed within a reasonable time, having regard to the particular circumstances of each application, including the completeness of information and documents submitted to the authority by the applicant.
  10. The authority may seek additional information from an applicant if this is necessary to assess the application. The authority does not need to deal further with an application until the applicant has provided this additional information.
  11. Once everything is accepted the authority will issue the licence
  12. This entire process can be completed within 15 -30 days or as per the timeline advised by the respective department authority.

  • General Information Sheet
  • Consortium Agreement which includes, among others, the following:
  • Identification of the project title, owner/tendering agency location;
  • Stipulation as to the specific role/participation of constructor partner/s and non-constructor partner/s, capital contribution, profit & loss sharing and joint liability of partners
  • Joint Resolution of all partners appointing the AMO of the lead constructor partner as the authorized managing officer (AMO) of the Consortium;
  • Authenticated copy of Board Resolution from each foreign non-constructor partner appointing their respective representative for the Consortium, duly authenticated by the Philippine Embassy in the country of origin;
  • Copy of “Invitation to Bid” or “Instruction to Bidders” or “Notice to Bidders” published in newspapers disseminated by the owners/tendering agency showing the following:
  • Deadline for submission of intent/Interest to Prequalify, the deadline for qualification and the date of bidding;
  • Funding Source, Loan Agreement Number, Approved Budget for the Project
  • Required License Category Project Kind and Size Ranges
  • Copy of valid PCAB License and Registration for Government Project of each Filipino Constructor Partner
  • Copy of Special License of Foreign Constructor Partner;


For Non-constructor Partner/s only
If Filipino:

  • DTI Certificate of Registration of Business Name or SEC Registration and Articles of Partnership or Incorporation, whichever is applicable;
  • Annual Income Tax Return duly filed with the Bureau of Internal Revenue


If Foreign

  • SEC Certificate of Registration to do business in the Philippines or if not yet doing business, certificate of registration of representative office. In the absence of a representative office, submit a copy of Board Resolution appointing the authenticated Representative of the firm
  • Company Brochure
  • Complete the Audited Financial Statement with accompanying Auditor’s notes for the preceding taxable year and Income Tax Return filed with the BIR for the preceding taxable year, if old company.
