Notarise the purchase agreement documents by:

  1. Visiting the land office in your region, and submit the agreement to the notary officer for notarisation
  2. The officer will verify your documents and if in order you will be requested to pay the notary fees
  3. Visit the Bank of Kigali to pay the notary fees and submit the payment receipt to the notary office
  4. The documents will be notarised and issued you.



Obtain emphyteutic lease for land with certificate of registration of emphyteutic lease by:

  1. Visit the district land office in your district to obtain the private surveyors fee and pay it the at Bank of Kigali : Note that the surveyor’s fees are determined by the district council
  2. Prepare a lease hold transfer request letter addressed to the district mayor and attach all the required documents and submit it to the district land office for verification
  3. Upon verification, you will be issued with a stamped request transfer letter and you will book an appointment for the site visit survey. Keep in mind that the Site visits take place on Tuesdays, Thursdays and Fridays.
  4. On the day of the survey, district engineers will visit the property with you the buyer or seller and an authorised private contractors (only in the case of unregistered land or if the existing deed plan was not done using GPS), They will conduct the survey and submit the findings to the district office
  5. Upon successful survey, obtain an invoice for land lease, transfer fees and the deed plan Note that If the lease fees for the year in which the transfer is being made has already been paid, you will only pay the transfer fees
  6. Pay the lease hold and transfer fee at the Bank of Kigali and obtain the payment slip
  7. Submit the payment slips to the district land office then your request will be complete and you will issued with an emphyteutic lease contract and certificate of registration of emphyteutic
