ProcedureEdit

A. Apply online
  1. In order to apply for PCC online, applicant has to reach the online portal: link
  2. In the given page please hit “Apply” to get next page.
  3. In the next page, Please use the “signup” option to get new page to complete the registration process by following the prompts.
  4. After e-mail confirmation of above registration process, Now login for applying. please use the credentials and hit “SIGN IN” to apply.
  5. Please complete the page requirement and hit the appropriate option for applying online. This application will be processed further.


Applying process in Rwanda for citizen and non citizen.

A. Apply in person.
  1. Applicant shall apply for Police Clearance Certificate in person with “police department in your local district”.

  3. Go to the respective office. Application forms can be obtained from the office on visit. Don’t forget to take the required copy of documents along with originals to the office.
  4. Please follow as per authorities guidelines and submit the completed application along with documents. Applicant should pay for any charges if required as advised.
  5. This application will be processed by respective department.
  6. The certificate can be collected from the office where applicant applied in person upon notification or issued as per norms.
B. Apply through mail(post) – for citizen only.
  1. Applicant has to apply with the “Police Department in local district” office to obtain the PCC through mail(post).

  3. Once the application is filled in, please attach the completed application, required document and fee paid details.
  4. Mail(post) these set of documents to:

  5. This application received will be processed by respective department.
  6. The certificate will be delivered to the applicant as per norms.


Applying process in overseas for citizen and non citizen.

A. Apply through embassy or consulate in person.
  1. Applicant can apply at their nearest embassy or consulate in person. Link to locate the embassy or consulate: link
  2. Application form can be obtained from the embassy or consulate. Call the office and fix appointment for personal visit. Also find out the details for this procedure.
  3. On the scheduled date, go to the office with all the document in original and in copy. Please follow as per officer guidelines to process your application.
  4. This application will be processed by the respective department. The completed certificates are forwarded to the concern.
  5. Applicant shall collect the certificate with the respective office upon notification or can get it delivered as per norms applicable

  • A copy of your passport while living in Rwanda.
  • A copy of your permit of stay in Rwanda, passport number and place of issue as well.
  • Proofs of legal stay (copy of passport held during the said period with respective stamp and seal).

EligibilityEdit

  • Applicant with valid passport and a valid address proof.
  • Age: 16 years and above. In case of minors, the application must be submitted by the parent exercising parental authority, if the minor has not turned 16 years.
  • The current address of the applicant must be same as in the passport and other supporting documents.
  • Applicants who are in need of residential status, employment or long term visa or for immigration to a foreign nation.

InstructionsEdit

  • You need to provide a police clearance certificate for Canadian immigration from Rwanda. However, these certificates are not available for former foreign residents from outside Rwanda.



Local Requests

  • You should obtain an Extrait du Casier Judiciaire from the Parquet Gnral du Rwanda.
  • If you are a citizen, you must provide proof of identity from your district, two passport photographs, a copy of your identity card, the applicable fees (Rwf 1200 paid at the Rwanda Revenue Authority). Fees subject to change without notice.
  • If you are a foreign resident, you must provide a letter from your most recent employer stating that you lived in Rwanda and indicating the work you did, a passport with visa, two passport photographs, the applicable fees.



Non-Resident Requests

  • You should write a letter requesting the certificate to the Parquet Gnral du Rwanda and have it signed by the nearest embassy of Rwanda.
  • You must then authorize a representative with power of attorney in Rwanda to pay the applicable fees and collect the document. Two passport photographs and a copy of your identity card or passport must be included with the application.

Need for the DocumentEdit

A police certificate is an official document issued by police or government agency of a country to enumerate any criminal records that the applicant may or may not have. Criminal records may include arrest, conviction, and possibly criminal proceedings.

Police certificate is also known as good citizen certificate, good conduct certificate, police clearance certificate, or judicial record extracts. Applicants may have to submit fingerprints and certain personal information to request a criminal record check, and the police or government agency may charge a fee. If no record found, the police certificate will indicate such.

Non-residents: Write a letter requesting the certificate to the Parquet Gnral du Rwanda and have it signed by the nearest Rwandan Embassy representative. Other uses of the Document/CertificateEdit

A police clearance certificate is a copy of your criminal record or a declaration of the absence of any criminal record. Police clearance certificates are different in each country and territory and may be called police certificates, good conduct certificates, judicial record extracts, pcc, etc. They are issued by police authorities or government departments and used by Citizenship and Immigration to prevent individuals who possess a risk to Country's security from entering the country.

The applicant must provide a full set of his/her fingerprints, preferably taken at their nearest police station. The applicants full name, surname, date of birth, place of birth and identity number must also be recorded on the fingerprint form. A copy of the applicants identity document or passport must accompany the application. The applicant must present their identity document at the police station, as proof of identity will be required.
