The social affairs department of the Ministry of Administrative Development, Labor and Social Affairs (MADLSA) provides this service to enable the needy families to apply for social security aid.
Apply In-Person
- The applicant for the Social Assistance Allowance for a Needy Family has to make an application in person to the Ministry of Administrative Development, Labor and Social Affairs (MADLSA). This can be done by visiting the MADLSA (offices) to complete the Application for Social Security Pension for Family in Need form.
- The form can be obtained from the MADLSA Qatar offices or downloaded from the Ministry of Administrative Development, Labor and Social Affairs MADLSA Website through the following MADLSA Website, through the following link: link
- Fill in the required information correctly .
- The completed form is to be submitted to the licensing authorities along with the required documents. A list of the required documents is mentioned in the “Required Documents” section of this page.
- Now the authorities will verify your application and validate the submitted documents.
- After verification process, the applicant will be later requested to collect a new Social Assistance card on a specified date.
- Note:
- The monthly allowance is QR6,000, and if the elderly person is married, then his wife gets QR2,000 and QR1,000 for each child.

- QID copies of the head of the family, his wife and children attending school above 18 years of age
- Birth certificate of children below 18 years of age
- Certificate of continuing education for those above 18 years of age
- Non-marriage certificate for girls above 18 years old who are no longer attending school

- The Ministry of Administrative Development, Labor and Social Affairs (MADLSA) implements policies and services related to family care and social welfare in Qatar.
- Law No. (38) of 1995 on Social Security amended by Decree-Law No. (23) of 2007 is defined in text of Article (2):- Family in Need: A group of a husband and a wife, or more, and their children, or if some members of this group rely on a single source of income, and they do not have sufficient source of income to live. The Cabinet Decision No. (46) of 2014 regarding determining the value of the pension due to the categories stipulated in Law No. (38) of 1995 concerning Social Security and its regulated rules

- Original documents are to be presented to be verified against the submitted copies by the department official concerned.
- The pensioner shall submit an annual statement to the Social Security Department at MADLSA on the current social and financial status upon renewing the pension payment card, according to the form prepared by the Ministry for this purpose.
- A member of the department will assess the application and submit it with a recommendation to the director for approval or rejection within a month. If the application is approved, payment will be in the following month and backdated to the date of the application. The applicant will receive the decision by telephone or SMS.
- The Social Security Department may decide to pay the pension to the wife, one of the children or another person, who will act as a trustee, due to the young age, the health condition, the mental illness or the misconduct of the pensioner.
