- This service enables individuals and establishments to submit a request to the Traffic Department at the Ministry of Interior (MOI) in order to issue a new vehicle license (Istimara) instead of the damaged or lost one.
Apply In-Person
Step 1: Obtain a Police Report
- You (the owner) should start by visiting a police station to report the loss or damage of the vehicle registration license. You are to acquire a police report from the police authorities which is a prerequisite to making the application.
- Attach this police report with your application.
Step 2: Make application for reissue.
- The owner should then visit the traffic office with the General Directorate of Traffic offices / branches of the Ministry of Interior (MOI) personally to make the application for replacement/ reissue of the lost or damaged vehicle registration license
- Here you will be guided by a concerned traffic staff to fill up a prescribed computer form for issue/ replacement.
- Verify that the information provided is correct and then submit the required documents. These include :
- Pieces of damaged vehicle registration license (if applicable)
- Police report of the lost/ damaged license
- Passport or Qatar ID
- establishment card (in case of a company)
- Residency permit
- Proceed to pay the prescribed fee of QR100 and submit the payment receipt. Fees are calculated based on the replacement type and Qatar Post fees
- After verifying the data of the vehicle and license validity, the new registration card will be issued on the same day.
Apply Online
- One can make an application to replace a lost or damaged vehicle license online. You should start by visiting a police station to report the loss or damaged of the vehicle registration license. You are to acquire a police report from the police authorities which is a prerequisite to making the application.
- The next step is to log in with your smartcard to the e-services portal of the Ministry of Interior (MOI) by clicking on the MOI Services tab and selection the E-services option.
- If you do not have an account with the MOI e-portal, you have to register for the services using your smart card.
- Once logged in, click on "Traffic Services” on the dashboard then click on the “Replace Lost/Damaged Vehicle License”.
- Click on the “Vehicle Inquiry” tab to inquire about details of owned vehicle(s) for the purpose of reissuing a lost/damaged vehicle license.
- To inquire about all owned vehicles: Keep default option “My Vehicles” selected as it is, then click on “Next” to move to the “List of Vehicles” page, and click on the options button in front of the vehicle plate number for which a license is to be reissued instead of the lost/damaged one.
- To inquire about a specific vehicle: Select the option button in front of “Specific Vehicle”, enter plate number and choose vehicle type.
- Select service type (Lost Vehicle License/Damaged Vehicle License).
- Use “Delivery Method” page to choose the method of receiving the new vehicle license (Traffic Department or Qatar Postal Services Company “Qatar Post”), then click on “Next”.
- In case of selecting “Qatar Post” as a delivery method, address fields are filled out, and the cell phone number should be registered in Metrash2.
- After choosing all service requirements, the system displays all details selected by the user, including due fees.
- Click on “Fee Payment” and complete the payment process using a bank card to receive the new license.
- After successful payment, the user may visit the Traffic Department to collect the new license, in case of selecting “Collect from the Traffic Department” option, or wait for its delivery via Qatar Post.

Online Instructions
- Log in with your smartcard to the e-services portal of MOI.
- Click on "Traffic Services" then “Replace Lost/Damaged Vehicle License ".
- Enter the required information.
- Choose license delivery option: personally or by mail courier.
- Pay fees and print/save receipt.
Offline Instructions
- The owner has to visit the traffic office personally along with his ID card (personal owner) or establishment card (company owner) and damaged vehicle registration card.
- To fill up the prescribed computer form through the concerned staff.
- After verifying the data of the vehicle and license validity, the new registration card will be issued after paying the prescribed fee.
- Replacement for damaged licensed can be applied through Metrash2 mobile app as well.

Need for the DocumentEdit
- Vehicle registration is a requirement by the state. Its purpose is to establish clear ownership and to tax motorist or vehicle owners. Therefore one needs to replace the registration license once it’s lost.
- Almost all vehicles bears a unique vehicle identification number, but only registered ones display a vehicle registration plate and carry a vehicle registration certificate.
