ProcedureEdit

  • All expatriate residents in Qatar will have to obtain an exit permit from their sponsor when leaving the country. In case you do not have an exit permit, you will not be allowed to leave Qatar.
  • If you are a Residency Permit holder, you will first have to cancel your residency status, close all your existing accounts prior to leaving.
  • It is impossible to cancel your RP without cancelling the RP of your dependents. Go to the Immigration Department to cancel the RP of your spouse and children and then proceed with the cancellation of your RP.



Apply In-Person

  1. The application for cancellation of a residence permit can be done by the sponsor of the resident by making an in-person application to the Expatriates Affairs Department of the Ministry of Interior.
  2. You can do this by visiting the Expatriates Affairs Department offices in person. Here you will be issued with a “ Residence Cancellation Form” to fill and submit. This form can also be downloaded from the Ministry of Interior MOI Website or it can be downloaded from the following link : Cancellation Form
  3. Fill in the required information appropriately
  4. Make the required payments for the cancellation of residence permit using a debit or credit card.
  5. Attach the acknowledgement receipt and required documents to the application form and submit them to the Expatriates Affairs Department officials of the Ministry of Interior. The required documents are mentioned in the “Required Documents” section of this page.
  6. Department’s officials will go through your replacement application and if everything is in order they will begin the cancellation process of the Residence Permit
  7. The cancellation process takes a period of one day, and once your residence permit has been cancelled, you will be issued a single exit visa



Apply Online

  • Residents, Qataris citizens, companies and organizations holding Qatari Smart ID Cards can apply online to cancel Residence Permit for sponsored employees through the online portal of the Ministry of Interior (MOI).
  • Qatari residents sponsoring any family members will have to cancel the family members residence permits before cancelling their own.
  1. The first step is to log in with your smartcard to the e-services portal of the Ministry of Interior (MOI) by clicking on the MOI Services tab and selection the E-services option.
  2. If you do not have an account with the MOI e-portal, you have to register for the services using your smart card.
  3. Once logged in, click on “ Residency Services ” option on the dashboard then choose the service type “ Cancel Residency” link.
  4. Enter the information of the expatriate who wants to cancel their Residence Permit (Either for him/ herself or for one of the family members), in addition to the mobile number then click “Next” Button.
  5. On the next page choose the delivery option of the single exit visa:
    • Personally from Expatriates Affairs Department,
    OR
    • Choose by mail courier via Qatar Postal Services Company, and click “Next”.
    • In case of selecting the mail courier delivery option, the address should be entered, and its information validity checkbox should be ticked.
  6. Review the cancellation residence permit information to ensure that everything is okay.
  7. After this, pay the required due fees using a debit or credit card.
  8. After successful payment, a receipt will be shown to the applicant. Print the acknowledgement receipt for reference.
  9. After the payment the cancellation process of the residence permit will begin.
  10. Once your residence permit has been cancelled, you will automatically be issued a single exit visa



Note:

  • You have 30 days to exit the country from the time of RP cancellation.

InstructionsEdit

  • While the process of cancelling a residence permit is quite straightforward, there are plenty of things that need to be ticked off the list before the cancellation process can proceed.


  1. Bank Accounts, Credit Cards and Loans
    (a) All Qatar-based bank accounts should be closed, all credit cards should be paid off and cancelled, and all loans should be paid off and cleared.
    (b) It can take up to two months to complete all this paperwork, so be sure to plan in advance.
    (c) Request a bank clearance letter for your employer and leave a forwarding address for any future correspondence.
    (d) Non-payment of debt is a criminal offence and can result in arrest and a possible prison sentence.
    (e) Expats with outstanding debts will not be allowed to leave Qatar, or maybe stopped and arrested if they return to the country – or even transit through it.
  2. Employment and Visas
    (a) Previously at the end of your contract, you would have had to hand over your passport temporarily to your employer in order to cancel your residence permit. Now, the cancellation can be done online by your employer, so long as you are still in the country.
    (b) Missing this step could delay your departure, or it could mean you are marked on the immigration system as an absconder.
    (c) At this point, make sure to return all medical cards and request your gratuity payout statement and payment from your employer.
  3. Accommodation and Possessions
    (a) In terms of your home life, you will have to give the landlord notice of your departure, in accordance with your lease.
    (b) Next, arrange disconnection of utilities and phone services before leaving the property to avoid a financial penalty. Once the final reading has been taken and the final bill has been paid, you will receive a Clearance Certificate and your refunded deposit.
    (c) Ensure all contracts with mobile phone, internet and TV providers have been cancelled, along with any relevant insurance policies, and any newspapers or services delivered to the door. Cancel your contracts with your mobile phone, internet and TV providers.
    (d) Any cars in your name have will have to be transferred and/or de-registered, as it’s not possible to cancel your residence permit with a car registered in your name.
    (e) As for your possessions, get quotes for removals and organise a sale to dispose of the items you don’t want to take with you.
  4. School and other commitments.
    (a) If you have children who are enrolled in school in Qatar, be sure to give sufficient notice in accordance with the school’s admission policy, to allow the school to prepare a transfer letter or certificate.
    (b) If you have pets, check you have all the correct paperwork for their travel to your destination.
    (c) Lastly, some types of employment will require that you apply for a Police clearance certificate from the CEID. Police clearance is often only required for certain job positions, so make sure to confirm with your employer if this is a requirement for you.
