Step 1: Check Your Permanent Residency Eligibility
- Individuals can enquire about their Permanent Residency Eligibility online by visiting the Ministry of Interior’s (MOI) website through the following link.
- Once you have opened the website’s page click on the MOI Services tab on the dashboard and navigate to the Inquires section then click on it.
- This will lead you to the next page displaying MOI Services, where you have to click on the “Residency Permits Inquiry” Tab to go the next page.
- Here click on the Permanent Residency Eligibility Inquiry icon to access the online application form.
- Fill in the required information to make the inquiry. These include:-
- QID Number of the authorized individual ( 11 digits)
- Residency Expiry Date
- enter the verification code from picture or audio.
- Confirm that the information you have provided is correct, then click on the “Submit” button.
- This will cause the eligibility criteria details to be displayed
- The inquiry process is immediate and free of charge.
- If you are eligible for permanent residency, you can submit your application through the Electronic Services Portal of the Ministry of Interior’s website.
Step 2: Make application for Permanent Residency
- The user shall own a smart card to use the service.
- This service can be obtained after all requirements and steps of granting permanent residency are completed.
- The first step is to log in with your smartcard to the e-services portal of the Ministry of Interior (MOI) by clicking on the MOI Services tab and selection the E-services option.
- If you do not have an account with the MOI e-portal, you have to register for the services using your smart card.
- Once logged in, click on "Residency Services” Menu on the dashboard then click on the “Permanent Residency” link.
- Select “New Request” Option and choose “Required Category” Option from the list of available categories to have the list of candidates and the status of each (qualified or not) displayed.
- Select the persons to whom new applications are to be submitted from the “List of Qualified Candidates”, then click on “Next”
- At this point wait for the wait for communication from the MOI. If you meet the requirements, you will be contacted via SMS and asked to submit the required documents. You will also pay a fee of QR 3,000
Step 3: Make Payment for Application
- Once you receive the confirmation SMS. Log into the e-services portal, of the Ministry of Interior (MOI) to continue with the application.
- Once logged in you navigate to the fee payment page, and click on “Fee Payment” Option to move to the bank screen.
- Pay appropriate fees using a credit or debit card so that the system displays a message on successful completion of the transaction and a payment receipt will be available for printing or download.
- On the same page the click on the “Attaching Documents” button, which will be activated after making the payment. By clicking on the button you will be able to upload the required documents.
- Attach the documents required by the competent committee, then submit your application.
- To attach the required documents: Select the second option “Attach Documents” on the “Service Options” page.
- To follow up your applications: Select the third option “Follow up Applications” on the “Service Options” page.
- Click on submit for processing to begin.
Step 4: Processing and Approval of Permanency Residency Application
- The processing of the application will be done by the Ministry of Interior.
- A permanent committee called the “Committee of granting permanent Residency Permit” will go through the application and submit its recommendation to the Minister of Interior who will make the appropriate decision about their application.
- If the recommendation favours approval. The Minister will grant ID card called “Permanent Residency Permit”
Step5: Issuance of Permanent Residence Permit (PRP) .
- The approved permanent residency application will be contacted by the MOI officials to complete the procedures and obtain the card at the nearest MOI services centres.
- The applicant is required to pay a final fee of QR3,000 upon collection
Note
- The Minister of Interior can cancel PRP and withdraw ID from the holder if he failed in meeting the terms and conditions stipulated in the Article No. 1 of clauses No. 3 for the Law No. 10 of 2018 on Permanent Residency or in Public Interest

EligibilityEdit
- Here are the details of the rules and regulations one must fulfill to get the permanent residency done in Qatar as per the Law No. 10 of 2018 on Permanent Residency :
According to Article one:
- Those applying must have spent 20 years in Qatar on a legal ordinary residency permit if they are born out of Qatar.
- If they were born in Qatar, they must have spent at least 10 years in Qatar.
- The residency should be continuous and without any breaks and it should be prior to the submission date of the application for the permanent residency.
- This continuation of residency in Qatar should not be interrupted by staying outside of the country for more than 60 days in a year. In such cases, the excess duration of the stay would be deducted from the balance of the residency within Qatar.
- If the applicant leaves Qatar after applying for the permanent resident permit for more than six months, the Ministry of Interior has the right to forfeit the candidate’s application as well as the previous residency duration in the country as well.
- The applicant should make enough income to take care of himself and his family. The minimum income will be specified by the cabinet along with exceptional cases.
- The applicant must have good conduct in Qatar and reputation to preside it with. They must not have any prior conviction in a dishonourable offence unless they have gone through rehabilitation as per the law of Qatar.
- The applicant must adequately know the Arabic language.
According to Article two
- AS an exception of article one, the following categories of non-Qataris may be granted a permanent residence permit:
- Any children of a Qatari woman married to a non-Qatari man
- Non-Qatari husband of a Qatari women
- Non-Qatari wife of a Qatari man
- Any children of a Qatari with naturalization
- Individuals who have offered special service to the country
- Individuals with special qualifications needed in Qatar.

- A Permanent Residence Permit allows visitors from overseas to stay and work in Qatar over a longer period of time, providing them with access to a range of important services.
- The holder of the PRP does not require any permission for entering the country and coming back.
- PRP holders enjoy health services in public hospitals and education in government institutions as per the term and conditions to be issued by the cabinet decision.

- The spouse of the PRP holder and his children up to 18 years of age will enjoy the same privileges of the holder in residency, health and education as per the provisions of the Law No. 10 of 2018 on Permanent Residency
- The ministry of interior is allowed to exclude the male children of PRP holders who could not complete their university qualification till 25 year and unmarried female children from the age of restriction.

- According to Qatari Law a Permanent Residency Permit should not be given to more than 100 people in a year.
- Law No. 10 of 2018, known as the “Permanent Residency Act,” consists of 13 provisions. Some of the main provisions of the Law are as follows:
- Article 1 of the Law grants foreign nationals permanent residency under the following conditions:
- (a) The legal residency period inside the State of Qatar for foreign nationals must be 20 years if they were born abroad. However, if they were born in Qatar, the residency period must be 10 years.
- (b) Applicants must have enough income to cover expenditures for themselves and their families.
- (c) Applicants must be persons of good conduct and never have been charged or convicted of a crime against morality.
- (d) Applicants must have adequate knowledge of the Arabic language. (Id. art. 1.)
- Article 3 creates the Committee for Granting Permanent Residency Permits to review permanent residency applications. The Committee must refer its decisions to the Minister of Interior, who is to review the Committee’s decisions and make a final decision concerning each applicant. The Ministry of Interior is to provide approved applicants with an ID called the “Permanent Residency Permit.” (Id. art. 3.)
- Article 4 limits the total number of permanent residency permits that can be issued to foreign nationals in the country to 100 permits annually. (Id. art. 4.)
- In accordance with article 6, residency permit holders have the right to access health care and enrol in public schools. (Id. art. 6.)
- Article 7, paragraph 1 allows children of residency permit holders who have not reached 18 years of age to be enrolled in public schools and have access to health care. Paragraph 2 of article 7 exempts male children who have not finished their bachelor’s degree by the age of 25 and unmarried daughters of permanent residents from the age restriction established in article 7, paragraph one, thereby allowing them access to health care and free education. - Article 8 gives permanent residency holders the opportunity to invest in the national economic sector by establishing commercial companies. (Id. art. 8.)
- Article 9 gives permanent residents the right to own property and invest in the real estate sector. (Id. art. 9.)
- Finally, article 11 authorizes the Minister of Interior to cancel the permanent residency of foreign nationals and withdraw their permanent residency permits at any time on the basis of the national public interest. (Id. art. 11.)
