Procedure

1. To apply for the procedure, applicants must complete required driver training course.
2. Submit a completed application form, a link is provided under 'Documents to Use' section which you can use to download the form. On the form, you can find all the documents that must accompany your application.
3. Take the theory and practical tests. The theory test can be taken at one of NPRAs Driver and Vehicle Licensing Offices.

Eligibility

• Category A1 (light motorcycle): Applies to light motorcycles with or without a sidecar. A light motorcycle is a motorcycle with a cylinder capacity not exceeding 125 cubic centimetres, a power output not exceeding 11 kW and a power/weight ratio not exceeding 0.1 kW/kg.

Minimum age - 16 years old

• Category A2 (medium-sized motorcycle): Applies to medium-sized motorcycles (maximum power output of 35 kW and maximum power/weight ratio of 0.2 kW/kg, and the motorcycle must not be tuned down to less than half the original output), with or without a side car.

In order to obtain a Category A2 driving entitlement, you must complete compulsory training and pass a practical riding test. The minimum age is 18 years.

If you wish to add category A to your driving licence, you must first complete the compulsory course or riding test.

• Category A (heavy motorcycle): Applies to motorcycles (with or without a side car), with no limitations on the motorcycles power output.

Direct access: the minimum age is 24.

Progressive access: the minimum age is 20. This presupposes that you had acquired a category A2 driving licence at the age of 18, completed a seven-hour course and have two years experience with a category A2 driving licence.

Basic Requirements:

• have been resident in Norway for at least 6 months,
• meet the age requirements, and submit an application for a driving licence,
• meet the health requirements, and have an approved record of good conduct from the police the first time you apply for a driving licence.

• Light motorcycle (A1): 580 NOK
• Motorcycle (A2) [Note 1]: 580 NOK

Practical Test:

• Light motorcycle (A1): 1030 NOK (320+710) [Note 2]
• Motorcycle (A2) [Note 1]: 1030 NOK (320+710) [Note 2]
• Heavy motorcycle (A) [Note 1]: 1030 NOK (320+710) [Note 2]

Issuance of driver's licence: 270 NOK

Notes:

1. Applicants are not required to take the theoretical test in order to go from category A1 to A2, A2 to A or A1 to A.
2. The practical driving test (riding test) for Category A is divided into a skills test and a traffic test.

Validity

Driving licence categories A, A1, B, B1, BE, M, S and T normally have lifelong validity, given as being up to the age of 100. In special cases the validity may be limited to a shorter period (criminal record, poor health, no test of night driving). However, after the age of 70 the validity of the driving licence is dependent on your carrying a valid medical certificate when driving.

A medical certificate has a validity of from one to five years, depending on the licence holder's state of health.

Driving Entitlements:

• Category A1 also confers driving entitlements for:
  • mopeds including so-called moped cars
  • snowmobiles with or without a trailer sledge if the driving licence was issued before 1 July 2006
  • motor tricycles with a power output of no more than15 kW
• Category A2 also confers driving entitlements for:
  • mopeds
  • trailers for motorcycles (with a cylinder capacity exceeding 125 cubic centimetres) approved for towing
  • motor tricycles with a power output of no more than15 kW
• Category A also confers driving entitlements for:
  • mopeds
  • snowmobiles with our without a trailer sledge if the driving licence was issued before 1 July 2006
  • trailers for motorcycles (with a cylinder capacity exceeding 125 cubic centimetres) approved for towing
  • motor tricycles with a power output of no more than 15 kW. The minimum age for this entitlement is 21 years if you hold a category A driving licence. If you hold a category A1 or A2 driving licence, the maximum power output is 15 kW for a motor tricycle regardless of your age.
