Apply In-Person:

  1. To Start Recruitment Agencies in person, the applicant has to approach the Work Permit Unit - Employment Division under the aegis of the Ministry of Labour, Industrial Relations, Employment and Training (MLIRET).

  3. The applicant must submit a written application to the Director of the Employment Division, indicating the name of the proposed agency and its proposed activities, the proposed composition of the staff, the proposed premises, the proposed capital and the proposed sources of income.
  4. The applicant must also provide proof of identity and nationality, a business plan and financial projection, a certificate of good conduct and a police clearance certificate and they can be found under the “Required Documents” section of this page.
  5. A fee for this procedure has to be paid as per the authority’s request.
  6. The application will be evaluated by the MLIRET and the applicant will be notified of the decision within two weeks.
  7. If the application is approved, the applicant must then register the agency with the Registrar of Business Names at the Corporate Affairs and Intellectual Property Office.
  8. The applicant must then apply for a license from the Minister of Labour, Industrial Relations, Employment and Training.
  9. Once the license is granted, the applicant must then apply for a work permit from the Work Permit Unit – Employment Division.
  10. The applicant must then register with the National Employment Office (NEO) and submit a copy of the license and work permit.
  11. The applicant must then apply for a tax registration number from the Mauritius Revenue Authority.
  12. The applicant must then open a business account with a local bank and submit a copy of the bank statement.
  13. The applicant must then advertise the services of the agency in local newspapers and other media outlets.
  14. Finally, the applicant must obtain a membership to the Mauritius Employment Agencies Association.
  15. The applicant must then start recruiting candidates and providing services to employers.
  16. Generally, the recruitment process can take anywhere from a few days to several weeks, depending on the complexity of the role and the number of applications received.
