If your simple certificate request is rejected is that the certificate you want to obtain turns out to be a detailed certificate.
- In Person
- Check beforehand on the website of the prefecture or the standard how the approach can be accomplished.
- Go to the office of the prefecture or sub prefecture. (Prefecture in France may refer to: the Chef-lieu de dpartement, the town in which the administration of a department is located; the Chef-lieu de rgion, the town in which the administration of a region is located; the jurisdiction of a prefecture; and the official residence or headquarters of a prefect. (See Office Locations and Contact Information below.)
- Take your gray card.
- Fill out a form that is delivered on site and completed (the request is often made at an interactive self-service kiosk if the prefecture or sub-prefecture is equipped).
Note:
In Paris, make an appointment first at the Paris Prefecture of Police.
- By Mail
- Check beforehand on the website of the prefecture or the standard how the approach can be accomplished.
- Send your file to the prefecture (or sub-prefecture) of your choice, not necessarily that of your department.
In Paris:
- Submit your application on paper, indicating the registration number, make, type and power of the vehicle.
- You may need to attach a stamped envelope to your name to receive your certificate.
- Before contacting the prefecture, ask the possibility of carrying out the procedure by correspondence and the postage rate of the envelope to be enclosed with the request.

You must have a Certificate of Registration (CI) or Gray Card to find the particulars of your vehicle:
- The date of first registration of the vehicle (or date of first entry)
- Date of the registration certificate
- Identification of the holder, identical to the presentation on the CI (just put a space between the name and the first name if these 2 zones are separated on your CI)

Processing TimeEdit
Obtaining a simple certificate is immediate if:
- You realize it on the internet,
- Or you use a terminal at the prefecture,
- Or you make the request at a counter (for example in prefecture).
- If the request is made by correspondence or if it is a detailed certificate, the deadline varies according to the prefectures.

The certificate of administrative status can take 2 forms depending on whether the vehicle is "pledged" or opposed or not.
- Simple Certificate
- It is issued when nothing prevents the sale of the vehicle.
- The certificate that the seller delivers to the purchaser at the time of the transaction must date less than 15 days .
- The following statement is included: The administrative situation of the vehicle does not reveal any peculiarity: absence of pledge and opposition .
- Detailed Certificate
- This certificate is issued to the holder of the registration card when the vehicle is pledged or if there is an objection to the transfer of the registration certificate.
- You will generally not be able to sell your vehicle until this objection is lifted.
- The registration card will be blocked and will not be issued if the administrative situation of the vehicle is not regularized.
Note:
A buyer who has nevertheless concluded the sale may turn against the seller in an attempt to obtain from him the lifting of the pledge.

Need for the DocumentEdit
The certificate of administrative status (or certificate of non-pledge) is a document to know if nothing prevents the sale of the vehicle.
The transfer of the registration card can thus be done and the vehicle can be registered in the name of the new owner. This certificate is issued only for a motor vehicle registered in France.
The certificate of administrative status indicates whether there is an impediment to the transfer of the registration card or if the vehicle is pledged.
A vehicle is pledged if it has been purchased with a lease and the lease is not paid.
If an opposition procedure is initiated, the holder of the registration card can not sell his vehicle. This is the case in particular:
- If he has been injured and is considered dangerous
- If it is declared stolen,
- If the owner has not paid any fines.
