ProcedureEdit

  1. All importers of milk {powder} are required first to be insured. Visit an insurance company and request for an insurance certificate at a cost i.e insurance premium.
  2. You need then to visit an authorized custom broker office and submit the original copy of the insurance certificate and packing list of the imported goods, to be examine by the authorized official, upon which you will be advised to pay broker fees either in cash, by check or by Bank transfer, upon making payment, you will be issued with a transit order.
  3. You {importer} will then be required to have a certified cheque drawn up by your bank to pay the contribution to the Import Verification Program (PVI). The amount of the contribution will be 0.75% of the value of the goods. This request can either be applied on ordinary paper or by a request form obtained from your bank and then submit cheque certificate request and the cheque at the bank counter. If approved you will be issued with the certified cheque within 30 minutes.
  4. Then head to the Bureau veritas/Bivac Mali office and submit the importer intent original copy to be verified by the counter agent, who will then issue you with verification certificate {VA}.
  5. You {importer or your broker} should then visit the Directory General of Trade, Consumption and Competition {DGCC}, CNPM agent office. Collect 2 copies of the request form for import intention, fill them accurately, attach the following original copies {Certified check, Insurance certificate, Transit order} to be verified by the agent.
  6. A copy of the import intention issued by the DGCC is then sent with all the supporting documents (request for the import intention, invoice) to the Bamako BIVAC office to be examine.
  7. Upon receipt of the file the Bamako BIVAC office issues a sequential number and electronically transmits the intention to import to the BIVAC Regional Centres (CRE).
  8. The concerned CRE contacts the supplier and asks him for details on the technical characteristics of the goods, a copy of the pro-forma invoice, the place and date desired for the physical inspection.
  9. On the inspection date the CRE will dispatch its inspectors to inspect the quantity, quality, tariff heading, price of goods, etc. If are in conformity, if satisfied with its finding the CRE will draw up a Verification Certificate (AVD), in the case where the products are to be subjected for corrective measures in the event of anomalies, CRE draw up a Notice of Attestation Refusal (ARA).
  10. The Certificate (AVD or ARA) is transmitted electronically by CRE to the Bamako Liaison Office, to be issued to you the importer at the Counter Service of the BIVAC-Mali Bureau.
  11. Submit the following valid documents {Tax identification card, RCCM certificate, Import / export license or Business license exemption} to the DGCC, General Secretariat office to be registered in the DGCC computer database, you will then be issued with a dump.
  12. You {importer} will then be required to verbally communicate the name of the entity for which the CCIM receipt will be issued, upon paying the CCIM fee of FCFA 1,500 in cash to the CCIM agent at the DGCC office.
  13. You {importer} should then obtain 2 copies of the Intent to Import Request Form from your authorized broker, who have a standard electronic copy that they can share upon request and submit them along with the following original copies documents {CCIM receipt, 2 copies of Proforma invoice, Transit order, 3 copies of the Insurance certificate} to the Single widow registration office at the DGCC office to be recorded and registered by an agent.
  14. Then the DGCC agent checks the compliance of the file, In the event of a problem, the file is issued back for correction, if the file is in order the file is transmitted to the internal circuit of the single window for processing, affixing of the visa on the intention to import document (6 copies) to be retrieved by you the applicant within 5 working days.
  15. You should then Submit the following documents to the International Bank for Mali, {Proforma invoice, Customer account number, Intention to import (Customs/importer), Signed import intention (Bank), Signed import intention (Bank for BCEAO), Import intention signed (Customs for DGCC and BCEAO) to be verified by the bank business manager.
  16. you will then be advised to pay a fee of FCFA 4,680 in cash or by direct debit and then you will be issued a signed {import intention(importer and customs), intention to import (customs for (DGCC/BCEAO) domiciled}
  17. Visit the DGCC office and submit the Intention to import (Customs) to the one-stop-shop verification and ventilation room agent to be verified and for transmission.
  18. You should then visit the Regional Customs Directorate in Diboli and submit the Senegalese transit declaration copy, to the custom agent to be recorded in a register in order to count the number of trucks passing through the customs post. You will be issued with a receipt indicating the date of the withdrawal.
  19. The authorized broker will then go to the customs office on the re-draw date to collect the Senegalese transit declaration by providing the declaration number. He withdraws the document against discharge on a register.
  20. The broker then heads to the custom controller office and submit the request form for additional workers, which should be signed and stamped beforehand by the broker, attach the Senegalese transit order. Which he gives to the customs officer for the signature of the office manager, the broker will then be advised to pay FCFA 10,000 {per shipment} in cash.
  21. The broker then leaves the entire file (including the payment receipt) with the brigade agent. The officer of the brigade gives the file to the office manager, to proceed with the documentary control and then transmits the file to the head of the brigade who, with his agents, organizes the physical control of the goods, in the presence of the approved broker and then issue’s back the file (Senegalese transit declaration and payment receipt for the TS) to the broker after the inspection.
  22. You {importer} should then head to the CCIM agent section, upon which you will be advised to FCFA 2000 in cash, and then issued with a CCIM blank form.
  23. The authorized broker then make the transit declaration {IM8} which is made online from the ASYCUDA system. Upon making the declaration the broker should print it out, sign and stamp it.
  24. You {importer} should then visit the Regional Customs Directorate in Dibola and submit the IM8 to the customs agent at the account office and obtain the Liquidation bulletin, which outlines all costs to be paid to custom.
  25. Head to the treasury customs agent and make payment against the liquidation slip and obtain a payment receipt. Then head to the brigade section present the (receipt, IM8 declaration, Senegalese transit declaration} to agent, who checks the compliance of the file then issue’s the signed T1 declaration and the Escort order.
  26. The importer/driver will then present the transit documents (IM8 and T1) to agents at the Same checkpoint (located at the entrance to Kayes), who will forward it to the customs office (entry post) for the scanning of the vehicle, goods and issuing of the passage ticket {Note: request for a special escort service is available at this point at a cost of 30,000 FCFA}.
  27. The following original documents {Driver's license, Gray card, Thumbnail, valid technical visit sticker} should be presented at the police and gendarmerie check points at the Regional Customs Directorate in Kaye to be verified and you will then be advised to pay the following fees in cash {vehicle exist ticket at a cost of 1000 FCFA and VAT on transport, {i.e. When the goods are destined for Bamako, the tax is 10,000 FCFA. Beyond Bamako (in other cities or in the sub-region), it is 25,000 FCFA}.
  28. The driver then heads to the Port Sec {PSM} Office in Kati and submit the copies following documents{BIVAC certificate IM8 declaration, T1 book Bill of Lading, Senegalese transit declaration {S110} , Carnet scanning, valid Driver's license} to the registrar to be recorded in the truck entry register, and then issues the entry voucher to the driver.
  29. The driver parks the truck at the port and then notifies the authorized broker of his arrival, so that the broker may complete the customs clearance formalities before removing the vehicle.
  30. The broker then visits the Customs Office in Kati and recover’s the {T1 manifested, S110 statement, IM8 statement, BIVAC bulletin and the bill of landing
  31. The authorized broker then goes to the Regional customs directorate office in Kati to process and make payments of the required fees/taxes{ i.e. buys the printout {CCIM blank form} at a cost of 2000 FCFA on which his declaration will be printed, the IM4 declaration and the liquidation bulletin outlining the required tax that need to be paid { at a cost of 10,000 FCFA}, obtain a signed TI Declaration]
  32. The broker then heads back to the PORT SEC {PSM} office and submit the TI declaration, and obtain a PSM invoice indicating the amount that is to be paid at the cashier office. Then obtain {signed Goods to be delivered document, Release slip (“event notice”), Declaration endorsed by the brigade, Release voucher targeted by research,} from the offices responsible at the PSM.
  33. Present the Release slip (“event notice”) to the custodian at the PSM, who then records the release slip number and the truck serial number in a log before letting the truck out.
  34. The driver then head to the Mobile Intervention Brigade {BMI) and submit the original copies of the following documents { Proforma invoice, Insurance certificate, Intention to import signed, Transit order, Documentary verification certificate, IM8 / Diboli statement, T1 manifested, IM4 statement, Declaration endorsed by the head of the Research and Intervention Section (original), Release voucher covered by the Research) to the BMI agent who then checks the documentary and physical checks of the vehicle and goods, he then release goods if satisfied that everything is in order.

Important note
a.Upon paying the broker fees you may be requested to pay (in advance) the costs relating to the other stages of the procedure (and which will be borne by the broker, as representative of the importer).

  • These costs relate to the storage in Dakar is 500 FCFA, the consignment note {LV} provided by the Malian Council of Road Transporters (CMTR) costs 2,500 FCFA at the sub-regional level and 1,000 FCFA at national level, and the customs costs that will have to be paid at the Diboli and Kati stages (CCIM printout, IT license fee, additional work).

b.The authorized broker can also take charge of the Intent to Import request - but this is not a legal requirement. The importer can carry out the procedures himself (Decree 505 of 16 October 2000, art. 10).

Insurance certificate

  • The operator is obliged to subscribe to a Malian insurance to import his goods.


The consignment note (LV)

  • The consignment note (LV) is a contract between the carrier and the shipper. A document that gives the identity of the cargo (nature, packaging and weight).


Transit order

  • The transit order is the document which mandates the authorized broker to operate on behalf of the economic operator. It is the contract that binds the latter to the authorized broker.


Get T1 in Diboli

  • The T1 is a transit document validated by customs, it is the document that is used for taking charge of the goods. It is the electronic message of the statements of the IM8 transit document which is established by the authorized broker to the office of destination.


Transit declaration (Diboli)

  • This is the transit document established at the border. The authorized broker is obliged to establish it and have it endorsed by customs. The fees paid are the IT fee and the contribution to the guarantee fund (0.25% of the amount of the goods).


Scanning (Kayes)

  • The goods transported on the bodywork are subject to a scan at the entrance to the town of Kayes (sealed containers and vehicles are not affected).


Controls (between Kayes and Kati)

  • Various checks are carried out during the journey to the office of destination by customs officers, the police, the gendarmerie, taxes and the mobile intervention brigade (BMI).


Release for consumption (Customs Office - Kati)

  • Arrival at the customs office in Kati, the authorized broker, on behalf of the operator, must complete the necessary formalities and pay customs duties in order to be able to withdraw the goods.
