Apply In-Person
- Applicant should visit the general secretariat of the town hall in your location and express your interest at the front desk and;
- Collect necessary forms and accurately fill them;
- Attach all the required documents (see required document below); and
- Submit the documents to be verified and recorded.
- If the officer is satisfied that the file is in order, he/she will forward it to the cash counter, you will then be advised to make payment of the administrative fees, upon which you will be issued with an acknowledgment receipt.
- You {petitioner} will then, be issued with a receipt indicating the date of withdrawal of the response to the request and the receipt for payment of all the investigation costs.
- The application file will be forwarded to the building permit issuing authority that has three (3) working days to send the file to the Town Planning and Construction department for analysis and advice.
- Upon receipt of the file the town planning and construction department will examine the following aspect {construction materials, water, electricity, telephone and telephone management services and organizations} with in three (3) working days from the date of receipt of the file to send it to the interested services and organizations that it convenes in a meeting to rule within seven (7) days working days following the transmission.
- The town planning and construction department has three (3) working days from the date of the meeting to send the building permit issuing authority its reasoned opinion about the application.
- On receipt of the recommendation, the building permit issuing authority will further assess the file and make a decision, if to approve or deny the request and notify the applicant of the outcome within 3 working days.
- If within the time limit the applicant has not received any action, he/she can send a letter of complaint to the authority which issues the building permit, specifying the references of the initial request.
- The competent authority shall provide a response within eight (8) calendar days from the date of receipt of the letter of complaint.
- Once all the notices of the outcome have been received, the Regional Director returns the wording of the authorization to the mayor of the municipality for signature if approved.
- The file is then sent to the Regional Planning Directorate for the technical visa affix, and for the re-drawn of the permit by the applicant at the building permit office, upon payment of all required fees.

- The request addressed to the mayor, outline the following;
- Names, first names, profession, nationality and address for natural persons.
- The name and / or the corporate name of the service, community, organization or company for public or private legal persons.
- The location of the construction or modification works, the areas crossed by the tracks and networks.
- The nature, destination and description of the construction.
- The approximate cost of the work
- Application stamped at 250 CFA francs addressed to the mayor.
- A title deed or any legal proof of the right of use of the applicant.
- A technical file in at least seven (7) copies including:
- A site plan of the plot under construction on a minimum scale of 1 / 2000th.
- A ground plan at at least 1/500 scale.
- Plan views and sections at a scale of 1 / 50th for constructions whose span in plan or height does not exceed thirty (30) meters and at 1 / 100th for those whose wingspan is greater than this dimension.
- A detailed descriptive quote.
- A calculation note and formwork plans for constructions where the distances between axes of the vertical load-bearing elements are equal to or greater than five (5) meters established by an approved consulting engineer.
- A note on the soil tests and the justification of the foundation system for constructions with a number of levels greater than three and constructions with basement provision.
- A monitoring contract for constructions requiring a calculation note and soil tests.
- A plan of the sanitation system.

- 10,000 CFA francs for administration fees.
Please note: That the fees Varies according to the municipalities.
ValidityEdit
The period of validity of the building permit is one (1) year from the date of signature. If the beneficiary of the permit cannot begin construction work within the authorized period, he must request an extension one (1) month before the expiry of said period. Otherwise, he must apply for a new building permit.
