- Applications for molasses permits shall be submitted from 1st to 30th June each year.
- No applications shall be considered outside this period unless the supply of molasses is in excess of the demand indicated by the applications received in the period specified and which satisfy the criteria set by the Directorate.
Apply In-Person
- The following individuals are eligible to apply for a molasses permit.
- industrial manufacturers,
- livestock farmers,
- registered traders
- registered exporters.
- The Application for a Molasses Permit is done in person by visiting the Sugar Directorate’s Head Offices or their field offices in the counties.
- Here you will be issued with an Application for a Molasses Permit form to fill and submit.
- This form can also be downloaded online by visiting the Agriculture and Food Authority- Sugar Directorate resources Web page
- Fill in the required information and attached the required documents. These include:
- Copy of identity card / passport
- Single Business Permit,
- Certificate of registration
- Certificate of incorporation
- Company PIN Number, (if applicable)
- Company VAT, (if applicable)
- Tax compliance certificates, (if applicable)
- Import/export permits, (if applicable)
- Industrial licenses (if applicable)
- Evidence of their clients through copies of supply LPOs, Contracts.
- For applicants who are livestock farmers and traders. They should submit the duly filled application form to their local administration office (Chief or sub-chief) and the livestock officers (County or sub-county) for endorsement before submitting the document to the Sugar Directorate offices.
- Industrial manufactures and exporters should just attached the relevant documents and submit it to the Sugar Directorate’s offices.
- Submit the completed application form and pay the required application fee and submit the receipt as proof of payment.
- The permit processing fees is payable in advance on submission of a completed application form. Payment of the processing fees shall not be a guarantee for issuance of a permit.
- The sugar directorate will review the application and inform the applicants of the success or otherwise of the application using the applicants’ postal address within 28 days after the closure of applications
- Once the license processing is done the applicant can collect their Molasses permit from their respective Sugar Directorate’s offices.

EligibilityEdit
- Qualified applicants including registered industrial manufacturers who require molasses in their processes, livestock farmers, registered traders and registered exporters are eligible to make this application
FeesEdit
- The permit processing fees is charged at Kshs. 400.00 per tonne per month up to 10 tonnes , and Kshs. 200 per tonne for amounts above 10 tonnes up to a maximum of Kshs. 300,000.
- For export quantities, the fees shall be double the local fees.
- The permit processing fees is payable in advance on submission of a completed application form.

- The certificate is valid for a period of one year.
- The certificate expires on the 30th June of every year.

- The quantity of molasses requested by each applicant shall be in line with the size of business to which the molasses is intended.
- The application for permits by all livestock farmers and traders shall be made through the local administration and livestock officers.
- The permit processing fees is payable in advance on submission of a completed application form. Payment of the processing fees shall not be a guarantee for issuance of a permit.
- All imports and exports shall be subject to licensing in accordance with the sugar and by-products (imports and exports) regulations.
- The Sugar Directorate shall base its decisions on the national molasses stocks and distribution and the long-term interest of the sugar and related industries when issuing molasses permits.
- The Sugar Directorate shall endeavor to inform all applicants of the success or otherwise of their applications using the applicants’ postal address within 28 days after the closure of applications in each year. The decision of the Authority shall be deemed to be final.
- If unsatisfied, applicants may appeal to the Cabinet Secretary for Agriculture in writing within 28 days of the decision.
- If unsatisfied with the outcome of the appeal the applicant(s) shall be free to seek arbitration through the Sugar Tribunal.
- All permits issued shall expire on 30th June each year.

- Sugar Directorate of Agriculture and Food Authority AFA was established under the Agriculture and Food Act (Act No 13 of 2013) section 11(1). It is charged with the responsibility of developing, regulating and promoting the Kenyan Sugar Industry.

- Facilitate an equitable mechanism for the pricing of sugar-cane and appropriation of proceeds from the disposal of the by-products of sugar production between growers and millers;
- Represent the industry in other organizations that are relevant to the promotion of the industry;
- Oversee the formulation of standard provisions governing the mutual rights and obligations of growers and millers;
- Collect collate and analyze industry statistics and maintain a database for the industry; and
- Promote the efficiency and development of the industry through the establishment of appropriate institutional linkages.
