Procedure

Apply in Person

1. To obtain your Flight Operations/ Flight Operations Officer License, one has to fully complete and submit the prescribed application form.
   
2. This form can be obtained by visiting the Personnel Licensing (PEL) Offices of the Kenya Civil Aviation Authority’s - KCAA Offices
   
3. After filling the application documents you are required to submit them to the Authority’s Personnel Licensing (PEL) offices or you can forwarded them to the:-
   

   Director General,
   

   Kenya Civil Aviation Authority,
   

   P. O. Box 30163-00100,
   

   Nairobi, Kenya,
   

4. You are required to submit the application form with all the required documents for you to get approval to make payments for the prescribed application fees. These documents include:-
   

   (i). A Competency Certificate from an Air Operator certificated by the Authority certifying attendance at an approved course and successful completion of all the modules;
   

   (ii). Certification from an Air Operator certificated by the Authority that the applicant has operated under the supervision of a Flight Operations Officer for at least ninety working days within the six months immediately preceding the date of application;
   

   (iii). A knowledge test results slip;
   

   (iv). Two (2) current passport size photographs (full face);
   

   (v). An Approved Training Certificate-ATO Certificate certifying that the applicant has satisfactorily completed a course of approved training;
   

   (vi). Records substantiating the experience shown on the application Form.
   

   (vii). Proof of identification documents (Identity card or passport)
   

5. The receiving officers will check for discrepancies or ineligibility in the application documents. If a discrepancy that cannot be immediately corrected exists in any of the documents, the application and all the submitted documents will be returned to the applicant and should not be re-submitted until the discrepancy has been rectified corrected.
   
6. If the receiving officers is satisfied that all the requirements have been met for the issue of a licence and the prescribed application form has been completed and presented in the Personnel Licensing (PEL) Office, the applicant will be advised to pay the prescribed application fees, after which the licence will be issued.
   
7. You are also to proceed to pay the prescribed application fees and submit the payment receipt to together with the application documents.

   • An application fee of KSh. 4,000 is charged for the process.
     

8. A processing time of 7 days is needed to complete the processing of the Flight Operations/ Flight Operations Officer License application, after which you will be contacted through a phone call to collect your renewed license at the KCAA’s Personnel Licensing offices.
   
9. You will be required to carry your identification documents when collecting your new license.

Required Documents

The following forms should be duly filled and signed;

1. A properly completed General Application Form
   
2. Aeronautical experience form
   
3. Summary of flying hours form
   
4. A knowledge test results slip;
   
5. Two (2) current passport size photographs (full face) whose size should be 2cm by 2.5cm;
   
6. Records substantiating the experience shown on the application Form in form of a logbook.
   
7. Payment receipt of the prescribed fees of Ksh. 4,000.

Eligibility

1. Be at least eighteen (18) years of age;
   
2. Possess a valid Class 1 Medical Certificate
   
3. Have passed a knowledge test whose results’ validity shall be eighteen (18) months after passing the examination.
   
4. Obtain and log the flight time used to satisfy the aeronautical experience requirements on an aeroplane with a type rating on which a flight engineer is required as follows;
   

   (i). At least three years (3 years) of practical experience in aircraft maintenance and at least five (5) hours of flight training in the duties of a flight engineer; or
   

   (ii). Graduation from at least a two and half-years specialised aeronautical training course in aircraft maintenance and
   

   (iii). At least six months of practical experience in maintaining aircraft and aircraft engines and
   

   (iv). At least five hours of flight training in the duties of a flight engineer; or
   

   (v). A degree in aeronautical or avionics engineering from a college, university or engineering school acceptable to the Authority, at least one year of practical experience in aircraft maintenance and at least five hours of flight training in the duties of a flight engineer; or
   

   (vi). A degree in electrical or mechanical engineering from a college, university or engineering school acceptable to the Authority at least one year of practical experience in aircraft maintenance and at least five hours of flight training in the duties of a flight engineer; or
   

   (vii). At least two hundred hours of flight time in a transport category aeroplane as pilot-in-command or a co-pilot performing the functions of a pilot-in-command under the supervision of a pilot-in-command;
   

   (viii). More than 100 hours of flight time as a flight engineer; or
   

   (ix). Within the ninety-day period before the application, successful completion of an approved flight engineer ground and flight course.
   

5. An applicant for a flight engineer license with a type rating shall pass a practical test on the duties of a flight engineer in the type of aircraft for which a rating is sought or an approved synthetic flight trainer replicating such an aircraft;
   
6. An applicant for an additional aircraft class, category or type rating flight engineer license, shall—
   

   (i). Pass the knowledge test and practical test that is appropriate to the class category or type of aircraft for which an additional rating is sought; and
   

   (ii). Satisfactorily complete an approved flight engineer training program that is appropriate to the additional class rating sought.
   

7. Pass the English Language Proficiency exam and attain either of;
   

   (i). Operational Level (Level 4); Valid for 3 years
   

   (ii). Extended Level (Level 5); Valid for 6 years
   

   (iii). Expert Level (Level 6); Valid for Life
   
   

Fees

• A fee of Ksh 4000 is charged for this application
  
• Charges for Air Navigation Services and Regulatory Fees
  
  

Validity

• The Flight Engineers’ License validity depends on the medical certificate held by the engineer this may be a six, twelve or twenty four month period.

• The application form for issue of a Flight Engineers’ Licence may be obtained from the Authority’s Personnel licensing (PEL) offices.
  
• The Application for Issue of a Flight Engineers’ Officer Licence Form is issued at the Kenya Civil Aviation Authority’s Personnel Licensing Offices.

• The applicant should –
  

1. Take and successfully completed approved course of training
   
2. Obtain Application form from PEL Offices and complete the prescribed application form,
   
3. Submit all the required documents.
   
4. Pay the applicable fees and submit the payment receipt.

Need for the Document

• A person shall not act as a flight engineer of an aircraft registered in Kenya unless that person holds a flight engineer license with appropriate ratings.
  
• Flight engineers assist aircraft pilots and engineering maintenance staff by operating aircraft instruments and systems.
  
• Whilst the license authorises you to undertake the duties of a flight engineer, you must also be endorsed for the specific class of aircraft that you will be operating in.
  
  

Information which might help

• Present a photo Identification Card or a Passport as a form of identification, details of which should be the same as the personal information provided on the prescribed application form; and if the applicant’s identity cannot be verified, the application will be rejected, and the applicant will have to return with the proper identification.
