#Licenses issued by the AFA Coffee Directorate expire on the 30th of June of every year. A coffee miller license holder wishing for renewal thereof may apply by 1st June preceding the expiry of the license. #Applicants are required to collect and complete the Application for a Coffee Miller License Form, obtain at the Coffee Directorate Office or directly download it using this [https://infotradekenya.go.ke/media/application%20for%20milling%20licence.jpg Application for a Coffee Miller License Form]&lt;br /&gt;
#Upon obtaining the application form, the applicant should legibly complete the forms, attach the relevant supporting documentation as listed under the “Required Documents” section of this page. The complete file should be submitted to the Regulations and Compliance Department (9th Floor) (Room 3) (AFA Coffee Directorate Office).&lt;br /&gt;
#In addition to the required documents, the Board will require the applicant to submit monthly returns using Form F4, obtainable at either office.&lt;br /&gt;
#Upon submission of the application, the technical assistant will check for discrepancies or ineligibility in the application documents. If a discrepancy that cannot be immediately corrected exists in any of the documents, the application and all the submitted documents will be returned to the applicant and should not be re-submitted until the discrepancy has been rectified corrected.&lt;br /&gt;
#Where all the required information and documents have been submitted for processing, applicants will receive an acknowledgment receipt as proof of submission of the application and for future inquiry.&lt;br /&gt;
#The Regulations and Compliance Department office for purposes of ascertaining whether the premise/warehouse used has been operating in accordance with standards as per the Coffee Regulation Act may request additional information relevant to the application. In such a case, the information must be submitted within the stipulated time from the date of notification. Where the applicant fails to submit the required information, the Registrar shall reject the application.&lt;br /&gt;
#The Regulations and Compliance Department office shall schedule a premise inspection visit with the applicant to determine if the information provided is accurate.&lt;br /&gt;
#During the Inspection visit, any discrepancies will be brought to the attention of the applicant and corrective action must be taken before a license/permit is issued.&lt;br /&gt;
#Upon successful implementation of any discrepancies noted during the inspection visit, a follow-up inspection may be conducted by the inspection team to ascertain the effectiveness of the implementation (where applicable).&lt;br /&gt;
#After the document evaluation and inspection phases have been completed satisfactorily, the applicant shall be notified of the decision by phone or letter by the Regulations and Compliance Department, after consultation with the board.&lt;br /&gt;
#If approved, the applicant will be required to make payment of the annual license fee of USD 1000.00 or its equivalent in Kshs. and present proof of payment to be validated by the Regulations and Compliance Department office.&lt;br /&gt;
#Where the Regulations and Compliance Department office is not satisfied that the application meets the requirements for the application, it shall reject the application and notify the applicant thereof in writing, stating the reasons for the rejection.&lt;br /&gt;
#The applicant is notified via a phone call or a letter when the certificate is ready to be collected.&lt;br /&gt;
#The time frame accumulatively for processing the application is usually thirty (30) days.&lt;br /&gt;
#A coffee miller license shall be subject to such terms and conditions as the board deems fit to impose in each case, and such terms and conditions or requirements shall be endorsed on the permit/License.&lt;br /&gt;

==Instructions==&lt;br /&gt;
&amp;#039;&amp;#039;&amp;#039;OBLIGATION OF MILLING LICENSEE&amp;#039;&amp;#039;&amp;#039; : A cooperative society or other entity delivers parchment coffee or buning to a mill for further processing at a fee and grants the, licensee the authority to mill and deliver the coffee to a warehouse accredited by the Exchange and expressly stated in the contract to be the warehouse for the grower’s coffee:&amp;lt;br&amp;gt;&lt;br /&gt;
*There shall be a service contract between the parties, a copy of which shall be forwarded to the Authority.&lt;br /&gt;
*The cost of the service shall be agreed in terms of Kenya Shillings for every kilogram of processed parchment or buni at the beginning of each year and the same shall be paid by the grower upon sale of the coffee.&lt;br /&gt;
*The licensee shall publish the tariffs that are approved by the Authority and shall not charge the grower more than the approved amounts.&lt;br /&gt;
*The licensee shall be accountable to the grower for the coffee received and shall acknowledge receipt of the same from the grower or his authorized agent by endorsing the movement permit, confirming whether the volume, the grading, and the owner of the coffee is as indicated in the permit and by issuing an identifying outturn number for the coffee so delivered.&lt;br /&gt;
*The miller shall issue goods received note (GRN) to the grower or his authorized agent and transmit data of the same to a central database operated and maintained by the licensee.&lt;br /&gt;
*The licensee shall take the agreed sample of the parchment and distribute it between the grower and the regulator and retain a portion thereof.&lt;br /&gt;
*The licensee shall, if it has not done so, digitize its weighing scales and its grading equipment to ensure precision and protect against loss of coffee volume.&lt;br /&gt;
*In the event of bulking, the licensee shall indicate the minimum millable lot in the contract, inform the grower and receive the grower’s consent to bulk his coffee with the coffee of others, file a log, and share with the owners of the coffees being bulked, stating their names, volume, and quantities of the batches being bulked and provide each person in the bulk a copy of the sales receipt indicating the distribution of the value of the same upon sale.&lt;br /&gt;
*The licensee shall provide a statement on milling losses and sweepings, stating the range of expected milling loss for every parchment type and buni as approved by the Authority,, provide a target milling loss per delivery on analysis of the sample, and grant the grower the right of advance adequate notification of the time and date of the milling of the grower’s coffee to enable the grower to be present at the milling.&lt;br /&gt;
*The licensee shall submit monthly milling returns to the Authority.&lt;br /&gt;
*The licensee shall ensure the coffee against loss and damage during milling and storage including insurance against theft by servant and shall install CCTV and retain the CCTV files for the entire season and adhere to the security guidelines that may be set by the Authority.&lt;br /&gt;
*The licensee shall not, in any event, lend money or make any advances or any other support to the grower.&lt;br /&gt;
*The licensee’s liquorers shall take out and maintain professional indemnity insurance covers.&lt;br /&gt;
*The licensee shall file copies of the movement permit returns duly endorsed by the accredited warehouseman, upon delivery of the milled coffee to the warehouse.&lt;br /&gt;
*The licensee shall provide copies of warehouse receipts to the grower and ensure that auditors have verified that movement permits were endorsed by the licensed warehouseman.&lt;br /&gt;
*The licensee shall in consultation with the Exchange prepare a catalog for the coffee to be offered for sale at the Exchange.&lt;br /&gt;
