Hong Kong - Apply for Registering and Licensing a Vehicle

Introduction

No vehicle is allowed to be driven or used on a road unless it is registered and licensed.

Registration, which is normally a one-off matter, means giving the vehicle a registration mark and putting it into its appropriate class, e.g. private car, light goods vehicle, etc. Licensing, which is annually or four-monthly, conveys the right for a vehicle to be driven on a road. A local motor vehicle agent usually applies for registration and licensing of a vehicle on behalf of its client. However, if a person imports a vehicle, he has to do it himself.

Instructions

  • Application forms for registration and licensing of vehicles are available at the licensing offices of the Transport Department, the Home Affairs Department's public enquiry service centres and post offices. Application forms can also be obtained through the fax-on-demand service of the Transport Department Customer Service Hotline or Transport Department website.
  • Please dial the Transport Department Customer Service Hotline 2804 2600 (24-hour service) or visit the Transport Department website http://www.td.gov.hk/.

Procedure

Application by Post

  1. Applications may be submitted in person to any of the licensing offices of the Transport Department or by registered post to (excluding the application for a duplicate vehicle registration document and transfer of ownership of a vehicle):
    P.O. Box 79, Shatin Central Post Office
  2. The relevant application forms should be properly and clearly completed, signed and forwarded together with the appropriate fee and relevant supporting documents including original or photocopy of proof of present address (residential/company address and correspondence address) which is issued not more than 3 months from now (e.g. water/electricity/gas/mobile phone bill or bank correspondence) (please refer to notes printed at the back of the application form). Do not send cash by post. Cheques should be made payable to either 'The Government of the Hong Kong Special Administrative Region' or 'The Government of the HKSAR' and crossed. Photocopies of identity card (or acceptable alternative identity document) are acceptable.
  3. If your application is in order, your new vehicle license and other documents would be sent to you within 10 working days. Enquiries about applications by post may be made by telephone on 2158 5960.

Application through Drop-in Box

  1. Applications for renewal of vehicle license may also be submitted through the drop-in box at the licensing offices of the Transport Department. The relevant application forms should be properly and clearly completed, signed and forwarded together with the appropriate fee and relevant supporting documents including original or photocopy of proof of present address (residential/company and correspondence address) which is issued not more than 3 months from now (e.g. water/electricity/gas/mobile phone bill or bank correspondence) (please refer to notes printed at the back of the application form). Do not put in cash with drop-in applications. Crossed cheques should be made payable to either 'The Government of the Hong Kong Special Administrative Region' or 'The Government of the HKSAR'. Photocopies of identity card (or acceptable alternative identity document) are acceptable. Detailed application procedures are displayed at the drop-in box.
  2. If your application is in order, your new vehicle license and other documents would be sent to you within 10 working days after your submission.

The service hours of the four Licensing Offices are as follows:

  • Monday to Friday 9:00 a.m. to 5:00 p.m. (open during lunch hours)
  • The Offices will be closed on Saturday, Sunday and Public Holidays.

Information which might help

  • If a change occurs in the name, address or identity document of a driving license holder/registered owner previously provided by the driving license holder/registered owner to the Commissioner for Transport, the driving license holder/registered owner shall, within 72 hours of the change, notify the Commissioner for Transport in writing or by submitting the completed Transport Department Form (TD559) with the proof of change. Any person who without reasonable excuse contravenes such requirement commits an offense and is liable to a fine of $2,000. For cases of change of name or change of identity document, the driving license holder/registered owner shall also deliver to the Commissioner for Transport the existing original driving license (if applicable), original driving instructor's license (if applicable), original vehicle registration document (if applicable), vehicle license (if applicable) and Certification of Allocation of Personalized Registration Mark (if applicable) for amendment;
  • The Commissioner for Transport may, in processing licensing application, require the applicant to produce proof of present address (residential/company and correspondence address, e.g. water/electricity/gas/mobile phone bill or bank correspondence), and may suspend the processing of the application until the production of such proof. Applicants please bring along your proof of present address which is issued not more than 3 months from now for presentation as and when requested by officers of licensing offices;
  • With effect from 16 September 2008, applicants are required to produce proof of present address (residential address and correspondence address) which is issued not more than 3 months from now (e.g. water/electricity/gas/mobile phone bill or bank correspondence), when applying for the Registration of Vehicle, First Issue of Learner's Driving License / Full Driving License / Driving Instructor's License / Temporary Driving License / Vehicle License, Renewal of Full Driving License / Vehicle License, Direct Issue of Full Driving License and Change of Address. Transport Department may suspend the processing of the above applications until the production of address proof; and
  • For any change of address notified under any Transport Department application form, all vehicle/driving license records of the applicant under the same identity document held by this Department will also be changed.
