Ethiopia - Import and Export of Animals or Animal products

An animal product is any material derived from the body of an animal. Examples are fat, flesh, blood, milk, eggs, and lesser known products.The importation and exportation of Animal products are under the proclamation on Animal Disease Prevention and Control Proclamation No----/2010


  • Any person aged 18 years and above and legally residing in the country can import or Export Animals or Animal products in to the country.
  • Any person who obtain any import/Export license or permission for importing/exporting Animal/Animal products in Ethiopia.
  • Any person who has the import interest and meets the above requirement and is importing/exporting Animal Products that does not fall in the restricted list.

Familiarize yourself with the documentation and procedures required to successfully import/export Animal/Export products under the proclamation No32/2010 into the country

The procedure to be followed to import/Export Animals/Animal products in Ethiopia is as follows.

Obtain an import/Export permit, if the type of animals or animal products required fall in the following category of food (fat, flesh, blood, milk, eggs, and lesser known products.

The first thing you should do is to ensure that all animals pass through established frontier post(Entry and Exit posts or Ports) Make sure that these these frontiers are equipped with essential Facilities before you import or export your animals/Animal products.The Frontier should meet Ethiopian standards as prescribed by General Authority for Import/Export/Quality Control in Ethiopia at the Ministry of industries.

The frontier post should have minimum essential requirements as follows
a) Adequate trained and skilled staff and offices
b) A place or pens where animals, and products of animal origin suspected of being infected with disease are detained;
c) A place where vehicles used for transporting animals, and products of animal origin are disinfected and disinfested;
d) A laboratory where samples taken from animals, animal products and by-products suspected of being infected with disease are examined;
e) Incinerator or any other acceptable disposal facility for condemned materials;
f) Facilities for the feeding and watering of animals.
g) Veterinary clinic and waste disposal system;
h) Any other essential facility.
The Second thing is

To make sure that all the animals are treated against internal and external parasites or vaccinated against the following disease:

(i)Contagious Bovine pleuro-pneumonia
(ii) Black leg
(iii) Anthrax
(iv) Foot-and-mouth disease
(v) Lumpy-skin disease
(vi) Pasteurellosis
a) The breeding stations, where the poultry originate from, should be regularly supervised and inspected by the Competent Authority;
b) The breeding or the hatching station should be free from the Terrestrial Animal Health Code listed diseases of poultry;
c) They should be vaccinated against New Castle disease, fowl cholera and fowl typhoid;
d) They shall be subjected to other measures consistent with protocol between the trading partners.
Dogs and Cats 
a) be inspected by a veterinary officer ten days before they are exported;
b) be vaccinated against Rabies, canine distemper and leptospirosis;
c) be dewormed against internal parasites.
a) as required, but not limited to these camels should be vaccinated against Anthrax,Pasteurellosis
b) should be treated against internal and external parasites;

a) as required, but not limited to these, equine shall be vaccinated against;

  • African Horse Sickness
  • Other vaccinations as required by importing countries

b) Shall be treated against internal and external parasites


a) as required, but not limited to these, shall be vaccinated against;

  • Classical swine fever and
  • Other vaccinations as required by importing countries

b) Shall be treated against internal and external parasites

Other domestic and wild animals should be vaccinated and treated against internal and external parasites as required

All animals destined for export purposes, should be given additional treatment, vaccination and inspection or laboratory testing according to the agreement protocol between the trading partners.

The animals should not show any clinical signs of disease on the day of embarkation.

Provisions should be made for exporting products of animal origin in compliance with international standards and according to the agreement between the importing and exporting countries as elaborated in the text to follow:

  • All animal products and by-products destined for export purposes should be derived from animals slaughtered and/or processed in approved export abattoirs or establishments and be free from disease signs or agents during ante-mortem and post-mortem inspection.
Exporting meat
i.The owner who wants to export meat should apply for the registration of his or her abattoir or plant as an export establishment with the Competent Authority.
ii.Meat intended for export shall be marked according to the requirements of the importing country.
iii.The reefer or package in which meat is to be exported should be sealed at the time of its loading with a seal bearing a unique seal number.

Exporting milk and milk products
i. milk should be produced from dairy farm under the supervision of the Competent Authority and be pasteurized and kept under refrigeration,
ii. dairy products processing factories should be regularly inspected by the Competent Authority,
iii. dairy products should be pathogen free and should be accompanied by an International Sanitary Certificate, after tests are performed on quality, safety and hygiene.
Exporting eggs
i. eggs should be originated from approved farm or farms that are under the supervision and regular inspection by the Competent Authority;
ii. eggs shall be inspected to check for appropriate temperature of containers and shall originate from a flock attested by the Competent Authority to be free of Terrestrial Animal Health Code listed diseases, and should be inspected and found healthy on the day of embarkation with appropriate packaging and transport in accordance with the requirements of the importing countries and standards set by the Terrestrial Animal Heath Code;
Exporting honey
  • Honey should come from approved apiary free from listed diseases, in particular,
  • From American foul brood (also European foul brood) for at least the past eight months,
  • From varroasis for at least the last two years, and under the official health supervision and regular inspection by Competent :Authority, or the pertinent officials of the circumscription.

All animal products (meat, milk, eggs, honey) should be packed in approved packages with containers bearing appropriate labelling accompanied by international sanitary certificate from the Competent Authority;

Animal products and by-products produced for export purposes pursuant to sub-Article 1 of this article should be handled and transported in approved hygienic condition.

All products and by-products derived from wild animals can be exported only after obtaining Export Permit and International Sanitary Certificate from Wild life Conservation Organization and from the Ministry, respectively.

Required Documents

1.Import/Export card issued by the General Authority for Import and Export equity control at the ministry of trade and industries.

2.Taxation card This card is obtained from Taxation authority or any of its offices in the country.

3.Three additional forms obtained from Import and export executive regulations issued by the minister of trade and industries.

4.The document which includes information on the type,quantity,price, and country of origin of the imported commodities.

5. Bill of lading.The Bill of Lading must contain the terms "Consignee" and “Notify Part.

6.Original invoice.There is no prescribed format to the commercial invoice.

8.Certificate of origin.Should be issued in a minimum of three copies (additional copies may be requested by importer
