West Bengal - How to Obtain a Permanent Driving Licence

Introduction

A Driving Licence is an official document certifying that the holder is suitably qualified to drive a motor vehicle. Under the provisions of the Motor Vehicles Act,1988 in India, no person can drive a motor vehicle in any public place unless he/she holds a valid Driving Licence issued to him/her, authorising its holder to drive a vehicle under a particular category.

Following are procedures on how you can obtain a permanent driving license in West Bengal, India.

Eligibility

For Transport Vehicle (Auto rickshaw cab, Taxi, Goods Vehicle, Bus etc.):

  • Applicants must have at least reached the age of 20
  • Have 1 year driving experience of light motor vehicle
  • Holds a certificate issued by a registered driving school/training establishment.


For Non-transport Vehicle (Motor Cycle with out Gear, Motor Cycle with Gear, Light Motor Vehicle, etc.):

  • Applicants must have at least reached the age of 18.


Notes:

  • Applicants must have a valid learner’s licence.
  • You should apply after 30 days and within 180 days from the date of issuance of learner’s licence.
  • A person who is at least 20 years old and possesses a Learner’s License can obtain a Licence for driving a commercial vehicle. The applicant must also be familiar with the traffic rules and regulations in all the cases.

Concerned Authority

The Transport Department is the authority concerned with road transport. It is able to fulfill its function through Regional Transport Offices(RTO) located in different districts.

The Department's activities includes registration of vehicles, collection of road taxes, issuance of driving licenses, road permits, fitness certificates among many others.


Note: There are 18 motor vehicle offices that can be found within the premises of the respective offices of the District Magistrates. There are also 7 sub-divisional motor vehicle offices located in the premises of the offices of the concerned Sub Divisional Officers.

  • Details about previously held driving licence
  • Any past attempt to obtain a driving license
  • Documents submitted

Procedure

  1. Gather all necessary documents you will need to submit or present when you apply for a permanent driving licence.
  2. Complete the application form.
  3. Submit the completed form together will all required documents.
  4. Pay the fee.
  5. After verification of your documents, you will be put through the driving test. Your driving skills, familiarity with the vehicle, traffic rules and regulations will be tested. The applicant may also be asked about the vehicle system and safety.

Required Documents

  • Valid original learner’s licence: The Learner's Licence must be issued by an authorized licensing agency, and it must be valid on the date of application for driving licence as well as on the date of the competency test.
  • Completed Application Form 4.
  • Proof of age (produce one of the following):
    • School Certificate
    • Birth Certificate
    • PAN Card
    • Certificate granted by a registered medical practitioner not lower than the rank of a Civil Surgeon.
  • Proof of address (produce any of the following):
    • Electoral Roll
    • LIC Policy
    • Passport
    • Pay slip issued by any office of the Central Government or a State Government or a Local body
    • Any other document(s) as may be prescribed by the State Government viz., Ration Card/Water Bill/Electricity Bill
  • One recent passport sized photograph: In all the computerized offices, it is enough to submit ONE recent passport size photograph. In case the office where you are having your application processed is not fully computerized, you may need to submit three copies.
  • Application Form No.5 in case of commercial licence.
  • Your original licence in case of endorsements of categories.
  • Medical Certificate: For applicants above the age of 50 years shall submit CMV Form - 1A issued by a registered medical practitioner.
  • Vehicle related documents: Some of states may ask for the following documents:
    • Valid Registration Certificate of the vehicle on which the test is to be given.
    • Valid Insurance Certificate of the vehicle.
    • Valid Pollution/Emission Test Certificate.

Fees

  • Rs.280/- for one category.
  • Rs.360/- for two categories.
  • Rs.440/- for three categories.

This fee includes all kinds of fee payable for licences excluding the photograph card fee, which is to be paid while applying for a permanent driving licence.

Validity

Your Driving licence is valid throughout India. It expires after 20 years or 50 years, whichever is earlier.

Driving licence issued for transport vehicle will be valid for 3 years.
