New Delhi - How to Obtain a Learner's Licence

Introduction

A Driving Licence is an official document certifying that the holder is suitably qualified to drive a motor vehicle. Under the provisions of the  Motor Vehicles Act,1988 in India, no person can drive a motor vehicle in any public place unless he holds a valid Driving Licence issued to him.
In India, two kinds of Driving Licences are issued: Learner’s Licence and Permanent Licence.A Learner’s Licence is essential for obtaining a Permanent Licence.

Eligibility

  • The eligibility for obtaining a Learner’s Licence for a private motor vehicle without any gear, is 16 years (if the applicant’s parents or guardians give their consent).
  • No person shall be granted a learner’s licence to drive a medium or heavy goods vehicle or passenger vehicle unless he has held a driving licence valid for a light motor vehicle (LMV) for at least one year.

Procedure

The application for Learner’s License must be made to the Local Transport Zonal Office between 8.30 AM to 4.30 PM along with Residence proof and age proof. After verification of your documents you will have to go through a learner test. Before learner test, color blindness inspection is carried out.The learner test is conducted for a period of 20 minutes and it has 20 multiple objective type questions. The minimum marks to qualify are 12. The learning licence is issued to the applicant who has passed this test. A handbook is provided to go through and learn before about the contents of learner’s test like Road signs, Traffic rules & regulations with the learners licence application form.

  • Residence proof- attested copy of any of the following:
  1. Ration card
  2. Life Insurance Policy
  3. Voter Identity card
  4. Pay slip issued by any office in the Central/State or a local body
  5. Post office or Bank Pass Book indicating residential address
  6. House tax receipt
  7. House allotment letter issued by Estate Officer or DDA etc.
  8. Certificate from employer in case of Government Servent.
  9. Accident Life insurance Policy
  10. Marriage certificate issued by designated Magistrate
  11. Income tax Returns
  12. Residence Certificate issued by the District Administration.
  • Age Proof attested copies of any of the following :
  1. School certificate
  2. Passport
  3. Birth Certificate
  4. Certificate from Central/State Govt. or a local body
  5. Identity card/voter list
  6. PAN of Income
  7. Tax card
  8. Other authentic proof acceptable by M.L.O.

Fees

  • Rs.30/- For one category
  • Rs.60/- For two categories
  • Rs.90/- For three categories

Validity

Learner’s Licence is valid only for six months.

Processing Time

The learner licence is issued to the applicant who has passed the learner examination. It is issued on the same date after 2-3 hours of completion of examination or after evaluation of the answer sheet. If the applicant does not quality the learner test, he is given chance after one-week time.
